“My journey into the world of permanent makeup (PMU) began after watching Katy Jobbins on ‘Rich House, Poor House’,” Jules says. “I was instantly captivated by her passion, talent, and dedication to the craft. After hours of research, I knew without a doubt that she was the right mentor and trainer to guide me.”
With a long-standing love for fashion and makeup, pursuing a career in PMU felt like a natural step for entrepreneur Jules, who’d had previous experience of running her own importing business.

She completed a PMU training course with Katy Jobbins’ Permanent Makeup Training Academy, accredited by ABT (Associated Beauty Therapists) and went on to establish Jules Windsor Permanent Makeup, from a purpose-built cabin in her garden, in her home town of Wellington: “It’s the perfect setting to help people feel comfortable, confident, and cared for,” Jules says.
Jules offers a variety of PMU solutions from this private, welcoming space, with flexible appointments to suit clients’ needs.Permanent makeup (also called micropigmentation or cosmetic tattooing) is a cosmetic technique where natural pigments are implanted into the skin to enhance facial features like eyebrows, eyeliner, and lips. It’s designed to give the appearance of wearing makeup—without the daily effort.
Treatments include microblading - to mimic natural eyebrow hairs - powder brows, which creates a soft, powdered effect for eyebrows, lash enhancements and lip blush.
Jules’ clients are, commonly, natural or minimal makeup wearers, who have medical or cosmetic reasons for seeking PMU, but it is also very popular with busy professionals or mums who don’t have time to spend on daily makeup routines - and for those who seek long-lasting beauty without daily effort (PMU also stays put during workouts, or swimming and in hot climates!).
For ageing clients, PMU is the answer to thinning brows, or fading lip colour - and it’s ideal for those with tremors, or vision or motor impairments, who might otherwise struggle to apply makeup: “Subtle permanent makeup techniques can correct imbalances and enhance natural features, helping clients feel more confident in their appearance,” Jules says.
It can also restore natural features lost due to illnesses, such as alopecia, trichotillomania, and help mitigate hair loss after cancer treatment - providing a vital boost to self-esteem: “I encourage clients to consider PMU before starting chemotherapy, with approval from their oncologist. This allows the treatment to be completed and beautifully in place prior to any potential hair loss,” adds Jules.

The most popular treatments are microblading and powder shading to enhance or replace eyebrows: “Brows are everything—and it shows,” Jules says. “It’s no surprise—our brows change over time due to aging, overplucking, hormonal shifts, or health conditions. These treatments help restore shape, fullness, and symmetry, giving your face the natural frame it deserves.
“They deliver such a dramatic transformation - clients are often amazed at how much more youthful, polished and confident they feel afterwards.”
Colour matching is obviously critical - clients are encouraged to bring favourite lipsticks to help Jules understand the shades they feel most confident in: “From there, I assess skin tone, undertone, and natural lip colour to create a custom blend that complements you beautifully. My goal is to enhance your lips with a shade that looks natural, flatters your complexion, and heals to a soft, wearable tint you’ll love every day.”
With PMU eyebrows, a careful brow mapping and ‘pre-draw’ process ensures clients achieve a shape which flatters their features: Jules’ personalised approach ensures the results suit each client’s face, style and comfort level.
Once they have approved the design, it is used as a template for the tattooing process. Discomfort is minimal thanks to a topical numbing cream: “Most clients describe a light scratching sensation - even clients with a low pain tolerance are surprised how easy it is,” Jules says.
PMU is designed to be long lasting - and typically enhances features for 1-3 years, depending on the procedure - but will naturally fade over time.
